8M: Presidenta Piñera presentó proyecto de ley de crea un Registro Nacional de Deudores de Pensiones Alimenticias

En el marco del Día Internacional de la Mujer, este lunes 8 de marzo el Presidente Sebastián Piñera anunció el envío al Congreso del proyecto de ley de crea un Registro Nacional de Deudores de Pensiones Alimenticias, el que permitiría facilitar el cobro de estas compensaciones y “hacerle más difícil” la vida a los padres que quieren seguir evadiendo estas obligaciones. “En Chile el 46% de las mujeres no convive con el padre de sus hijos y, de estas mujeres, dos tercios no recibe ninguna pensión de alimentos por parte de su progenitor y tiene que enfrentar sola la crianza y la formación de sus hijos”, señaló el Mandatario. 

Tras el anuncio de la iniciativa, que fue presentada durante la inauguración del Centro Integral de la Mujer en la comuna de La Reina, actividad donde también participaron la Primera Dama, Cecilia Morel, la ministra de la Mujer, Mónica Zalaquett y el ministro de Justicia, Hernán Larraín, la ministra del sernamEG explicó que “estarán inscritas todas aquellas personas que adeuden al menos tres cuotas consecutivas o cinco discontinuas, y todos quienes aparezcan en este registro estarán afectados por las siguientes medidas: se les retendrá un porcentaje de créditos hipotecarios o de consumo que soliciten a alguna institución financiera, se les retendrá su devolución de impuestos, se les impedía sacar su licencia de conducir y su pasaporte y se les retendrá cualquier indemnización recibida por término de relación laboral”.

En el mismo sentido, la secretaria de Estado agregó que “se les descontará de sus boletas de honorarios la cuota a pagar durante el mes. Se les retendrá un porcentaje del precio de compra o venta de un inmueble o vehículo motorizado y, para ser contratado o promovido en el Estado, deberá autorizar el descuento de sus remuneraciones para el pago de futuras pensiones”. También, dijo, “se descontará un porcentaje del sueldo a directores y gerentes de sociedades anónimas abiertas con transacción bursátil, entre otras medidas”.

Por su parte, la candidata independiente a la alcaldía de Talca, Andrea Camargo, sostuvo que “me parece correcto que se creen este tipo de leyes y estas instancias para hacer cobros efectivos, pero nos falta mucho por avanzar. En nuestro país tenemos una deuda que supera los $180 mil millones por concepto de deuda de pensión de alimentos, y son más de 77.000 los niños, niñas y adolescentes que se les está en deuda por sus pensiones de alimentos. Con la retención del 10% de los fondos previsionales nos dimos cuenta de esta gran problemática y fueron cientos de miles de mujeres que salieron a las calles o realizaron acciones tendientes a  cobrar estas deudas, que claramente se visibiliza como violencia económica contra de ellas, sus niños y en contra de los jóvenes de nuestro país”. 

En el mismo sentido, la también abogada de la U. Central de Chile y presidenta de Fundación Mujeres agregó que “tenemos una deuda histórica y nos parece que es un gran paso, pero también hay que buscar mecanismos que sean efectivos para poder garantizarlas, por lo que también es muy importante crear normativas o que otros proyectos que hoy ya se encuentran en el Congreso, que dicen relación con las inhabilidades para poder postular o ejercer cargos públicos a aquellas personas que tengan deudas por conceptos de pensión de alimentos avancen en el Parlamento, sería también un tremendo paso”.
