De acuerdo a la información entregada por la Corporación de Bienes de Capital (CBC), al cierre del segundo trimestre hubo una disminución de la inversión en obras públicas estimada a cinco años, esto debido a la caída de 5,5% en relación con igual período del año anterior, lo que se debe a los ajustes que se hicieron al calendario de licitaciones de concesiones y otros retrasos derivados de la pandemia.
Además, se registró una caída de 7,4% en la inversión estimada para 2020, en gran medida, por el aumento de los contagios durante el segundo trimestre.
De esta manera la proyección para el quinquenio del segmento estatal bajó un 1,9%, principalmente, por algunos retrasos en licitaciones y obras. A modo de ejemplo, la Corporación menciona que la iniciativa con más incidencia en esta variación es la construcción de la Línea 7 de Metro.
En cuanto al sector privado, la caída de la cifra quinquenal fue de 9,4%, debido a los ajustes anunciados al calendario de licitaciones de concesiones, algunos de los cuales estarían ligados a retrasos producto de la crisis sanitaria.
Según lo indicado por la Corporación, la inversión estimada para el período 2020-2024 bajó desde US$19.189 millones del reporte anterior a US$18.124 millones, correspondiente al 31,6% del total nacional. De esta suma, el 53% corresponde a proyectos estatales y el 47% a privados. Los proyectos aumentaron desde 370 a 377 iniciativas.
En el detalle, los proyectos concesionados del Ministerio de Obras Públicas aportan el mayor monto de la inversión a materializar en el quinquenio, con unos US$8.380 millones, correspondiente al 46,2% del total. Por su parte, las iniciativas del Ministerio de Salud totalizan US$3.026 millones en cinco años, equivalente al 16,7% del total. Las iniciativas de Metro, en tanto, suman US$2.319 millones (12,8%).
Para 2020 se prevén obras públicas por USS$3.453 millones -una baja real de 3,3% comparado con lo estimado el 2019-, lo que equivale a una participación de 22,5% del total nacional para el actual ejercicio. De ese total, US$849 millones corresponden a iniciativas del Ministerio del Obras Públicas y US$750 millones a proyectos concesionados de la misma cartera.
Por regiones, la Metropolitana lidera la lista, con una cartera de 74 proyectos activos privados y estatales, por US$8.410 millones. Seguido por Los Lagos, con 37 proyectos con una inversión por US$1.153 millones.
Respecto a montos, las nuevas incorporaciones al catastro durante el primer trimestre sumaron US$908 millones, mientras que las del segundo trimestre totalizaron US$144 millones.
Para Orlando Castillo, gerente general de la CBC, estas cifras se explican “por los retrasos que se produjeron tanto en el área administrativa, vinculada a los procesos de licitación, como en el ámbito operativo con la detención o disminución del ritmo de construcción de las obras”. “En general, estos retrasos provocaron ajustes en el calendario de muchos proyectos, tanto del ámbito estatal como privado, los que impactan principalmente el año 2020 y 2021”, agregó.
Castillo explicó además que no se observa un deterioro de la cartera de proyectos, ya que “si bien el segundo trimestre del año, tiene una disminución en el ingreso de nuevos proyectos respecto a trimestres anteriores, la cifra global del semestre está en línea con el promedio de semestres anteriores”.
