La colaboración público-privada sin fines de lucro, es liderada por los Ministerios de Ciencia, Tecnología, Conocimiento e Innovación; y de Economía, Fomento y Turismo; junto a Amazon Web Services (AWS) y la Universidad Adolfo Ibáñez (UAI).
Samuel es Ph. D. en Tecnologías de Información, George Mason University; Magíster en Ingeniería Industrial e Ingeniero Civil Industrial de la Universidad de Chile.
También es considerado líder y senior mánager de la transformación digital, donde ha promovido la modernización y el desarrollo de estrategia e innovación digitales en el área de la agricultura y alimentación.
En su trayectoria profesional destaca su rol Director del área de Tecnologías de Información y Chief Information Officer (CIO) a nivel Global en la FAO – Roma, Naciones Unidas, ha sido Profesor y Director Académico en la Facultad de Ciencias y Tecnologías de la Universidad Adolfo Ibáñez, así como Profesor y Director de Proyectos externos, Ingeniería Industrial, Universidad de Chile, entre otros.
