Después del fallo de La Haya ¿Qué nos queda?
A días de haber conocido, por una parte, el segundo fallo de la Corte Internacional de Justicia que concierne a Chile en la presente década y, por otro, de conocer la respuesta boliviana a la demanda de Chile presentada ante el mismo Tribunal por las aguas del río Silala, es pertinente cuestionarse si ha llegado el momento de hacer un esfuerzo –conforme a la observación planteada por la Corte en el párrafo 176– de establecer un diálogo conforme al espíritu de buena vecindad.
El esfuerzo es grande, pues la postura de los líderes políticos altiplánicos y su discurso suele ser hostil, y a veces violento, en contra de Chile. Precisamente ese es el rol de los profesionales de la diplomacia, quienes deben buscar los caminos al entendimiento para un desarrollo conjunto, necesario a ambos lados de la frontera.
Lamentablemente no hay misión diplomática boliviana en Chile, ni viceversa. No existen embajadores que representen a ambos países para consolidar un dialogo fructífero y útil que responda a las verdaderas necesidades de los pueblos. Sin embargo, ambos países tienen suscrita la Convención de Naciones Unidas sobre relaciones diplomáticas, la que en su artículo 2° señala que “el establecimiento de relaciones diplomáticas entre Estados y el envío de misiones diplomáticas permanentes se efectúa por consentimiento mutuo”. Es necesario preguntarse si es el momento de seguir la exhortación de la Corte y formalizar el diálogo conforme a estos canales que reconoce el Derecho internacional.
